わずか数年前の1990年7月、日本はついに開発途上国を“卒業”した、と言ったら驚く人が多いに違いない。

　戦後間もない1953年から導入されはじめた世界銀行（国際復興開発銀行）からの低金利の融資は合計8億6,000万ドル（当時の日本円では3,200億円、現在の額に換算すれば約6兆円）に達し、インドに次ぎ2番目の大きな金額であった。つまり日本は世界でもっともお世話になった被援助大国の一つであったのである。
　当時の日本の経済力はアメリカのわずか数％に過ぎず、正に、開発途上国そのものであった。
　日本はその資金を、東海道新幹線や東名高速道路、そして黒四ダム、愛知用水といった日本のもっとも必要とした経済発展のインフラ（経済基盤）整備に使い、その結果、日本は驚異的な発展を遂げたのである。

　日本は毎年着実に世銀ローンを返し続け、90年7月、全ての借金の返済を終了した。
